Tire pressure and grip
Wet roads have 30–50% less grip than dry roads. The single biggest adjustment for wet riding is tire pressure: drop it 10–15 PSI below your dry setting (e.g., from 80 PSI to 65–70 PSI for a 25mm road tire). The lower pressure increases the contact patch — more rubber on the road, more grip. It also smooths the ride over wet, broken surfaces that would otherwise break traction.
Wider tires help: a 28mm tire at 60 PSI has more wet grip than a 25mm at 80 PSI. If your frame clears 28mm (most modern road bikes do), run them in winter/wet conditions. Tubeless is an advantage in wet weather — you can run even lower pressures without pinch-flat risk, and sealant plugs small punctures from road debris that washes into the road in rain.

Braking technique
Wet brakes take longer to bite. On rim brakes, the first few seconds of braking clear water from the rim — you get initial nothing, then full power. Pump the brakes gently 2–3 times at the start of a wet descent to clear the water before you need to stop hard. Disc brakes are less affected by water (the rotor spins the water off), but they still take a moment longer to reach full power in the wet.
Brake earlier and more gently than in the dry. The threshold for skidding is much lower — a hard brake that's fine on dry pavement will lock the wheel on wet pavement. Use both brakes, but favor the front (which still has more stopping power). If the rear wheel skids under braking, ease off — a skidding rear tire has zero steering and zero braking.

Reading wet roads
The hazards on wet roads that don't exist on dry roads: (1) Paint lines — road paint becomes extremely slippery when wet. Avoid riding on or braking on painted lines, especially in corners. (2) Metal — manhole covers, drain grates, and railway tracks are like ice when wet. Cross them perpendicular, not at an angle, and don't brake or pedal across them. (3) Wet leaves — decomposing leaves create a slimy surface with almost zero grip. Avoid them entirely. (4) The first rain after a dry spell — oil and rubber buildup on the road surface makes the first rain of a dry period the most slippery. The road gets grippier after it's been raining for a while and the oil has washed off.

Visibility and clothing
Be seen. In rain, driver visibility drops and you blend into the gray background. Wear a bright (ideally fluorescent) outer layer, run front and rear lights (flashing mode is most visible in rain), and consider a high-visibility vest over your jacket. Assume drivers can't see you — ride defensively, take the lane when you need to (don't hug the gutter where debris washes), and make eye contact at junctions.
Clothing: a waterproof jacket (not just windproof) is the key piece. Look for cycling-specific jackets with a dropped tail, breathable membrane (Gore-Tex or similar), and a fitted cut that doesn't flap. Waterproof overshoes (neoprene or sealed) keep your feet dry — wet feet in cycling shoes are the most miserable part of rain riding. A cycling cap under the helmet keeps rain out of your eyes.
