The Waterproof vs Breathable Tradeoff
Every waterproof membrane is a compromise. The same pores that block rain droplets also slow the escape of sweat vapour. When the humidity outside is high — say, a warm summer storm — the moisture you generate cannot get out, and you end up wet from the inside instead of the outside. Gore-Tex, Pertex Shield, and Polartec NeoShell all handle this trade slightly differently, but none of them break it.
DWR (durable water repellent) coatings on the outer fabric cause water to bead off. They extend the working window of any membrane; once they wear off and the fabric wets out, breathability collapses.

Reading Waterproof Ratings
Two numbers describe a jacket: the hydrostatic head (waterproofing, in mm) and the MVTR (breathability, in g/m²/24h). A 10,000 mm / 10,000 g shell handles almost all real-world rain. 20K ratings matter only for multi-hour sustained downpours — anything beyond that is overkill for cycling.
The bigger quality signal is seam taping. A jacket can have a 20K membrane and still leak through the stitching if the seams are not taped. Taped seams are the dividing line between showerproof and actually waterproof.

Cuffs, Tail, and Hood
Long cuffs that overlap with gloves are the difference between dry sleeves and a soggy wrist. The dropped tail covers your lower back when you are stretched out on the bars; without it, the jacket rides up and exposes a strip of jersey to wheel spray.
A cycling-specific hood fits under a helmet without blocking peripheral vision. Hoods on running jackets usually do not.

Packability and Storage
Emergency shells stuff into a jersey pocket and weigh under 150 g. They are cut to fit over a jersey, not over layers, and assume you will only wear them for an hour or two.
Insulated jackets are warmer and bulkier — they live on your body for the whole ride, not in a pocket. If your climate is cold enough to need one, plan the rest of the kit around not taking it off.
